China skyscraper ban12/17/2023 ![]() ![]() A similar fire accident was reported in another building in the city of Dalian only months later. In March, the Guardian reported of a fire breaking out at a tall residential building in Shijiazhuang. These concerns have emerged more recently specifically in the wake of a series of accidents. Escape and rescue routes are also necessary. China has banned buildings taller than 150m in cities with fewer. Chinese regulators have tightened building codes for structures taller than 100 metres with these buildings now mandated to have stringent anti-earthquake and firefighting features. For tall buildings, the post-pandemic era could be different, if China, the leader in skyscraper construction, is any gauge. Moreover, there are also several concerns around the safety of these megastructures. However, the lengthy times it takes to build these marvels and the financial risk associated with them have often seen the government forced to bankroll their construction. Several of China's skyscrapers like the 632-metre Shanghai Tower have put China on the map as an architectural hub. What's more, it also, quite controversially, banned “copycat” architecture. In addition to the ban, the notice also directed local authorities to make the approval process for buildings larger than 100 metres more strict, protect natural areas and historic sites and hire chief architects to construct buildings that better reflect Chinese culture. ![]() However, a notice issued by China's Ministry of Housing and Urban-Rural Development in April last year put into place a ban on skyscrapers exceeding 500 metres, with the ministry arguing it meant to “further strengthen the management of urban and architectural features.” Rapid economic growth and a rising urban population have led to China constructing more skyscrapers in the last three decades than the US built in the entire 20th century. But a complete ban on skyscrapers taller than 500 metres was in force. Special exemptions may also be given to cities with populations of over 3 million that intended to build high-rises taller than 250 metres. Under no circumstances though will these cities be allowed to construct buildings taller than 250 metres. On July 7, less than two months after the SEG Plaza incident, new regulations released by the National Development and Reform Commission placed a nationwide ban on the construction of new towers over 500 meters tall, while strictly restricting the construction of buildings over 250 meters high. The ministry also revealed that if a city with a population of less than three million wanted to build a skyscraper taller than 150 metres, special permissions would need to be sought. Additionally, those cities with populations in excess of 3 million can only construct skyscrapers no taller than 250 metres. ![]() “Every building aims to be a landmark, and the developers and city planners try to achieve this goal by going extreme in novelty and strangeness.” What are the new rules?Īccording to the Ministry of Housing and Urban-Rural Development and the Ministry of Emergency Management, cities with populations under three million will not be allowed to build skyscrapers taller than 150 metres. ![]()
